Description of New City Market Project
Vancouver Farmers Markets is a leading proponent in the development of a local food hub for the City of Vancouver, called New City Market (NCM).
 
Named after the original City Market that operated in Vancouver as a multi-purpose farmers market, wholesaler and café in the early 1900s, the main goal of NCM is to create permanent, year-round centrally located facility that meets the City’s growing demand for local food in a more accessible, flexible, affordable and efficient way. NCM will provide a significant public resource for both city dwellers and small BC farmers and food processors, featuring multiple on-site, integrated direct-marketing resources including a year-round twice-weekly farmers market, supply aggregation & distribution support, and commercial micro-processing kitchen. NCM will increase the long-term capacity and revenues of local small-scale rural & urban growers and value-added micro-processors, reduce fresh food waste, and improve access to local products by Vancouver institutions and community organizations, chefs, local food retailers, small value-added processors and the general public. 
 
New City Market is a project of the Vancouver Farmers Markets (Your Local Farmers Market Society), and is guided by the NCM project steering committee with current members including representatives from Vancity Credit Union and Board members and Executive Director of the Vancouver Farmers Markets. Upcoming Initiatives
To advance the next phase of the development of a local food hub for Vancouver, the following initiatives will be underway in early 2013:

A. In anticipation of the approval of Council approval of the Vancouver Food Strategy, and to meet the City’s due diligence requirements, City staff will be creating a Request for Expression of Interest (RfEoI) to develop a local food hub in Vancouver, to which the NCM project will be applying.

B. To develop a robust application, potential project partners with operational expertise in value-added commercial processing/commercial kitchen management and product aggregation/distribution management, will be approached, as well as project investors.

C. The NCM steering committee will be inviting the Project for Public Spaces (PPS) to provide consultation on key project considerations including NCM governance model, final business plan & proposed site.

Contract Scope of Work
To facilitate and meet the above-outlined initiatives a part-time contractor will be hired to coordinate and ensure professional, timely and effective delivery of the following tasks:

1. Support outreach to potential NCM operational partners: includes potential partner research and identification in consultation with NCM project coordinator and steering committee; outreach to preferred partners/joint RfEoI applicants
2. Research & prepare RfEoI application: includes review of key project documents and decisions to date; review of the City’s RfEoI criteria & guidelines; follow-up discussion(s) with the steering committee and project coordinator; preparation of RfEoI application package in consultation with project partners; timely submission of RfEoI application package
3. Administer sub-contract with Project for Public Spaces (PPS): working within available project budget: coordinate meeting with PPS, including video-conferencing venue and communications with meeting participants, supplies & notes as needed
4. Provide ongoing updates and final report to the NCM steering committee and project partners as needed

Terms and Timeline:
This is envisioned as a part-time contract. Start and end dates will be contingent on City of Vancouver timelines for the release of the RfEoI, but contract work will most likely occur between January and April, 2013. 

Compensation for this contract will be based on applicant quote, which is anticipated to be in the range of $8 000 to $12 000 (including HST). Depending on the outcome of the RfEoI, there may be potential for future contract work on this project.
